In recent years, the frequency and severity of political intrusions in economic and business decisions have increased significantly. Ironically, the insurance consumer and, more broadly, American taxpayers are typically left with potentially disastrous outcomes. To make its case for significant change and to deflect or soften some of these political and regulatory mandates, the insurance industry frequently turns to the global capital markets for more market-friendly solutions and more efficient and effective models of regulation. Yet the recent upheavals in the capital markets have created significant uncertainties regarding both solutions and regulatory models. This places the insurance industry at a crossroads.

Green IT – Facing the Downside of Moore's Law
Journalists have written extensively about the Green IT movement. But the current focus — improving the energy efficiency of data centers and personal computers — is far too narrow, says David Moschella, a CSC global research director. CSC’s research shows that a much greater environmental challenge stems from Moore’s Law concerning the exponential growth of computer technology. He’ll discuss how rapid IT advances lead to rapid equipment obsolescence and to landfills piled high with IT scrap. In his presentation about the broader environmental implications of the current IT industry eco-system, Moschella will explain how the use of IT to save energy in the wider economy offers the greatest opportunity of all.

The urban legends surrounding COBOL have predicted its demise for decades, yet it lives on in the core applications of the Global 2000. With 10-year-old Java applications, COBOL has no monopoly on "legacy." If COBOL isn't the problem, what is driving up the excess costs of the application portfolio? How can firms reduce "lights-on IT" costs and bring applications back under control? This presentation will share survey results that indicate some primary causes of excess cost, introduce methods to help reduce costs, and present COBOL modernization in the context of Forrester's application management continuum.

Litjen will present an overview of current issues affecting the property and casualty industry at the federal level. The issues include optional federal charter legislation, reauthorization of the National Flood Insurance Program, efforts to address the natural catastrophe situation, proposed repeal of McCarran-Ferguson antitrust exemptions, and federal legislation to limit the use of credit scoring. He will also give an update on the upcoming presidential and congressional elections.
